Spooky Chase is a game set on Halloween. As such, it’s loaded with spooky things, candy, and — most importantly — costumes. There are a ton of costumes to unlock here, and if you’re an obsessive collector like I am, you’ll want to make sure you unlock every last one.
Most of the costumes are unlocked by collecting candy. Candy will appear (randomly, I believe) in each stage, and collecting a piece will add one candy to your collection. Grabbing a flag will also grant you a piece of candy. You can see how much candy you currently have on the world map by looking right here:

So really, if you want to unlock all of the costumes, just play the game and collect as much candy as you can, and you should be unlocking costumes at a rapid clip.
