When you first boot up TMNT: Shredder’s Revenge, you can play as six characters:
- Donatello
- Michelangelo
- Leonardo
- Raphael
- April O’Neil
- Splinter
However, you can also unlock Casey Jones as a seventh playable character. And it’s super easy to do: Simply complete the game with any other character and Casey Jones will be unlocked.
Casey Jones has a unique fighting style where he uses his bare hands, but also whips out a hockey stick or a baseball bat as you get into his combos.
Of course, there’s a really important caveat here that I haven’t seen anyone else talking about. When you are in the main menu of TMNT: Shredder’s Revenge, you can choose Story Mode, then pick whether you continue your previous game or start a new one. When you start a new game, you have the option to carry over your power levels or not. If you choose to not carry over your power levels, Casey Jones will no longer be unlocked.
I guess I expected it to work this way. You are deliberately choosing to reset your power levels, and there is a warning on the screen before you commit to it.
Still, it does feel like kind of a weird choice, and the text isn’t completely explicit that you will re-lock Casey Jones on top of resetting every other character’s power levels.
If you want to unlock Casey Jones again, though, you can play through the game with one of the other characters again.
